Question in regards to leadership

I agree with the thorough description of leadership in quality management and all of the philosophical components of strong leadership and management from various readings, but like so many institutions, our upper management falls so short of having those who possess leadership skills, that programs such as the CQI, which my facility has promoted for years, proves to be a disappointment in many(not all) cases.
