Which burns more calories, low impact long duration workout vs. high impact short duration workout?

Do you burn more calories doing a 45 minute low-impact (intensity) workout, or a 20 minute high-impact (intensity) workout? Are they equal in calories burned? Can you please explain to me why one would burn more calories than the other (or if they are equal, why they would be equal)?
