I need to answer the following essay question, in no more than 1500 words, using the two attached files as my primary sources.

Essay question:
'Victorian moral values were shared by all.' Analyse what was meant by 'moral values' in mid-Victorian Britain, with particular reference to the lives of the working classes.

I am having difficulty creating an essay outline that would assist me in answering the question.
From reading the two articles, I have deduced that moral morals were not shared by all; see Mill's article and the treatment of women, whereas Bests' article oozes with the shared point of view.

For further clarification:

• Introduction

• Paragraph 1
What is a good topic point to illustrate here, which would agree with the shared viewpoint?
• Paragraph 2
What is a good topic point to discuss here, but follow on logically from the first paragraph still agreeing with the shared viewpoint?
• Paragraph 3
Perhaps in this paragraph, continuing logically from the previous, I could introduce how moral values were not in fact shared by all - Mills article?
• Paragraph 4
Finally, include another topic point about unshared moral values here to close.
