My answer: Yes, in my opinion it might be quite true that prevention of deadlocks could be more CPU intensive than just letting them occur. Priority setting when a deadlock occurs is how issues are treated today. CPU time and memory might be limited in cases where a mechanism to prevent any deadlocks is attempted to be initiated.
