1024-byte packet a 128-byte header and a 4-byte checksum

Suppose a network transmits 1024-byte packets containing a 128-byte header and a 4-byte checksum. If a workstation on the network is guaranteed to be able to transmit at least one packet every x time units, (1) what maximum amount of time, as a function of x, should be required (based on these factors) to transfer a 3MB file from a server to a workstation? (2) what is the effective transfer rate from the server to the workstation?

I am looking to comfirm that I understand the correct solution for this sample problem. I think a wireless network would be the best option. I think the hardware should be moved to the new building when the admin move to the new building since they will be taking care of the equipment. Radio Frequency communications vs. Infra Red communications

I'm having trouble finding examples of devices that use radio frequency technology and those that use infrared (IR which includes the IrDA specifications IrPHY, IrLAP, IrLMP, IrCOMM, Tiny TP, IrOBEX, IrLAN and IrFM "Point & Pay"). And I also could use help recommending at least two IR devices and two 802.11 devices to be used in the design of the WLAN of a local hospital. Please compare costs and capabilities of each device.
