How to set a web page background and how to use java script to create links and pictures

I am having difficulties on creating on a background for my web page that I have assignment due. Also I would like know how to use casscading style sheets to implement my web page. I need to create links, buttons, and use java scripts. No Equations are involved. Although just alot of code. I would greatly apprieate your help. Please be as detailed as possible.
